Data are an indispensable element in Human Resources. Employers and employees exchange plenty of data in various HR processes, in many cases with the support of HR service providers. In the selection phase, these include diplomas and certificates. During the employment relationship, information is needed for correct wage calculations. Employer and employee also exchange data for pay slips and holiday certificates (when changing employers).
Employees who change jobs are the main conduits that transfer information to the new employer. But other parties are also involved in sharing the data: HR service providers support the flow of information and hiring, universities and colleges provide data on diplomas, municipalities share information on civil status adjustments, and so on. All this requires (manual) interventions – and time.
The possibilities of HR data
Our solutions are the logical step to simplify those processes. They allow HR data to flow smoothly, enable consumers to take even more control of their careers, and make data sharing more efficient than before. As a result, HR service providers can work more efficiently without causing consumers to lose control of this data.
Securely sharing diploma and work-related data can also create more efficiency in other areas. When applying for loans or premiums, such data are also often requested.
Smart data ecosystems will help people and companies go through such procedures more easily.
Flanders is not the only region in Europa to explore the added value of these new ways of sharing data. A lot is moving in other member states. For instance, the Swedish counterpart of the Flemish Employment and Vocational Training Service (VDAB) is also working on it.
Our Manage My Career projects
Our solutions for data sharing between consumers, businesses and public administrations and for more insights speed up innovation. We are currently developing two HR applications: one for sharing diploma data and one for sharing payroll data. In the first instance, we will offer these applications to large employers, HR service providers and parties needing payroll information.
Sharing diploma data
Information on diplomas is often shared in the course of a career, for example, in a recruitment procedure. In Flanders, the details of all diplomas are stored in a central source accessible only to the relevant public administration.
We offer a data solution to make this Learning and Experience Evidence Database (LED) accessible to private parties as well. The holder of the diploma is the only one who can request that a third party be given access, so the individual always retains control of who can view (part of) his data.
This solution is the Solid vault technology, a unique solution for data exchange. Decoupling content from the application allows users to control their personal data vault and works with open, non-exclusive standards.
Sharing payroll data
Payroll data are also frequently requested by administrations and companies. By landlords, for instance, to evaluate a prospective tenant's resources. Or by city councils when applying for a premium with set income limits.
In such cases, a copy of the payslip is usually produced as proof. But payslips contain more personal information than strictly necessary. Our solution allows consumers to share data retrieved from the correct source with explicit consent from a specific party. This leaves no doubt that the data is correct and authentic. This product is under development and not currently available for data collaboration.
